Section 125 of the Internal Revenue code allows employees to withhold a portion of their salary pre-tax to use for certain qualified benefit plans.These cafeteria plans have several components.

Premium Only Plans, or POPs, are the simplest form of a Cafeteria plan and allow for tax-favored treatment of premium contributions by employees towards their employer sponsored health plans. Not just limited to major-medical insurance, a POP can allow employees to make pre-tax contributions for premiums for dental and vision plans as well. These plans require very little administrative maintenance once established other than annual non-discrimination testing.

Flexible Spending Accounts, or FSAs, allow employees to contribute funds on a pre-tax basis to reimburse themselves for out-of-pocket medical and/or dependent day care expenses for themselves or their qualified dependents. Employees can decide which account to join and how much to contribute based on their needs.

Transportation Fringe Benefit Plans, often referred to as Transit and Parking accounts, are authorized under Section 132 of the IRS Code. While not technically part of a cafeteria plan, they are a perfect complement to one. These accounts provide for the reimbursement of qualified mass transit and parking expenses employees incur when they commute to work.The IRS establishes the pre-tax monthly maximums.
